Optimising the Distribution of Multi-Cycle Emergency Supplies after a Disaster

In order to achieve rapid and fair distribution of emergency supplies after a large-scale sudden disaster, this paper constructs comprehensive time perception satisfaction function material loss pain portray the perceived disaster victims based on objective constraints such as limited transport, multimodal transport supply being less than demand, at same considers subjective quantity under rational conditions, multi-objective optimisation model for dispatch multi-cycle by combining rescue cost information. For characteristics proposed model, NSGA-II algorithm, generalized reverse learning strategy, coding repair improved adaptive crossover, variation elite retention strategy are introduced. Based this, we use real data 2008 Wenchuan earthquake combined with simulated design corresponding cases validation comparison basic SPEA-II MOPSO algorithms. The results show that algorithm can effectively solve post-disaster resource allocation problem, NSGA- II has better performance.
